The UEFA Intertoto Cup is a summer football competition for European clubs that have not qualified for one of the main UEFA competitions, the Champions League and the UEFA Cup. 'Toto', for the cup’s name is the German term for Football pools.
Those clubs invited to join the competition are the one that ranked right behind the teams that entered the UEFA competitions.
The cup provides both an opportunity for clubs to enter the UEFA Cup who would not be able to get the chance, but also an opportunity for sports lotteries or pools to continue offering their services throughout the summer. In 1995, the tournament came under official UEFA sanctioning and UEFA Cup qualification places were granted.
Ernst B. Thommen a FIFA vice president and the Austrian coach, Karl Rappan were the founders of the Intertoto Cup. The Cup for the Cupless was strongly promoted by the Swiss newspaper 'Sport'.
In 1961 the first tournament was held as the International Football Cup. By 1967 it had become difficult to organize the games; the semifinal rounds and the final were in consequence scrapped and the competitions became one without a winner.
By 1994, UEFA took official management of the competitions and proceeded to make some changes to the format. Initially, two winners were given a place in the UEFA Cup.
In the years to follow, UEFA made it possible for nations to penalize Intertoto places. For example, in 1998, Scotland, San Marino and Moldova forfeited their places, whilst England, Portugal and Greece forfeited one of their two.
Furthermore, UEFA refused the assertion that the tournament is disruptive, they stated that for the 2004-05 season, two of the three 2004 Intertoto Cup winners went on to qualify for the Champions League.
